Hong Kong’s Chief Executive John Lee announced his first annual policy address on October 19, revealing a series of measures to woo top foreign talent to reverse brain drain and regain the city’s status as a global financial center. The new two-year scheme will allow high-salaried talent earning more than $318,000 and top university graduates to seek opportunities. In addition, tax rebates and more flexible policies have been announced for expats.
